“Salford Crescent, which includes the University of Salford, is on course to become a major new city district over the next ten years, building on the success of recent and planned development in the surrounding area at Chapel Street, New Bailey and Greengate. The Crescent Masterplan is the largest development opportunity available in Greater Manchester and its central location as part of the expanding Manchester conurbation has obvious and far-reaching appeal. Combined with this scale, it also offers new infrastructure plans, growing research, development and innovation credentials and student numbers at the University. There is a distinct opportunity to create and connect a modern residential neighbourhood with a quality mixed-tenure, diverse housing offer and a unique innovation park aligned to future business growth sectors.

With established and extensive parkland and soulful heritage assets (including the UK’s first unconditionally free public library, now Salford Museum and Art Gallery), there is an unprecedented scale and depth of place-making and cultural ambition in Salford that define this area and are increasingly recognised by investors as drivers for long-term growth.

Masterplan vision

The Masterplan presents a strong vision for transformational change together with a set of key objectives and overarching design principles for high-quality place-making to meet the needs of a growing population and the expectations associated with changing lifestyles.

The Masterplan Vision aims to transform this area of Salford into a vibrant new City District by creating:

  • A place of discovery and inspiration;

  • A place to learn, research and collaborate;

  • An environment where industry and academia comes together;

  • A place to meet the neighbours and make a home;

  • A place where you can walk, cycle, rest and play; and

  • A place surrounded by art, culture and heritage.

The Masterplan has the potential to create an exciting new neighbourhood. A place that connects learning and discovery with training and jobs. Where arts and culture are encouraged to flourish and new homes of all tenures will enable people to put down roots and build a community. The Masterplan also provides the opportunity to create a place which is connected to the city, but surrounded by green space and parkland.

Masterplan objectives

  • To transform the University’s Campus and the surrounding areas to make it an outstanding place to study, work, live and visit and to raise the profile of Salford regionally, nationally and internationally;

  • To bring investment to the area which rejuvenates the campus, nurtures culture and generates wealth, jobs and knowledge that will enhance Salford’s economy;

  • To put students and the community at the heart of the strategy for change, to deliver a University that is powering the skills economy and delivering cutting-edge research and innovation in world-class facilities;

  • To capitalise on the collective strengths of the Council and the University (as majority land/asset owners across the Masterplan area) to collaborate effectively as Partners to deliver the scale of regeneration that is required;

  • Through infrastructure and transport investment to connect Manchester city centre, surrounding areas and MediaCityUK to The Crescent and the University campus;

  • Use the Industrial Collaboration Zone (ICZ) agenda as a fundamental principle to all campus and surrounding neighbourhood development proposals to encourage industry partnership schemes; and

  • Identify sources of private sector finance and Government support for important up-front road, rail, infrastructure and site enabling works that will be needed to unlock development on key sites.
